Pull out the mouse’s small USB plug and push it into a different USB hole.
Use a mouse pad

Technical details (for the curious)
The USB receiver and interference
Wireless mice use 2.4 GHz radio, the same as WiFi. USB 3 ports (blue) and nearby cables can disturb the signal. Move to another port or use a short USB extension so the receiver is closer to the mouse.
The mouse driver
Device Manager › Mice and other pointing devices: a mouse usually shows as “HID-compliant mouse”. Windows’ built-in driver is enough; mouse brand apps only add button features.
The optical sensor
The sensor needs a textured surface. Glass, glossy desks or plain white surfaces make the pointer jump or stop.
